This recruitment is limited to persons currently employed on a full-time basis in the classification of Emergency Dispatcher in a public safety agency (or equivalent).
GENERAL INFORMATION
Stanislaus County Emergency Dispatch invites applicants for the position of Emergency Dispatcher, Lateral Transfer. Typical duties include dispatching police or fire emergency personnel and equipment, and performing related work as assigned.
Positions may require assignments for day or night shifts. Shift hours are 6:00 am to 6:00 p.m., or 6:00 p.m. to 6:00 am, rotating every four months. Shift differential is paid for the night shift at a rate of 7.5%. The 12-hour work schedule consists of working a three-day work period followed by a three-day regular day off period.
Unless otherwise provided, this position is part of the Classified service of the County and is assigned to the Emergency Dispatcher bargaining unit of labor relation purposes. Incumbents are subject to shift, weekend, overtime, mandate and on-call assignments.
INCENTIVE PAY
An incentive pay in addition to each employees base pay will be paid for each area competency an employee attains over and above his or her basic qualification. In addition to area competencies, additional incentive pay will also be awarded for those qualified and assigned as Communication Training Officers (CTO’s) or Acting Shift Managers.
10% of base pay will be paid for each area competency above that of a basic Emergency Dispatcher. Subsequent incentive pay increases shall be based on 10% of the base pay level and will be cumulative. For example, a dispatcher skilled on all radio positions would be entitled to an incentive pay equal to his or her base pay plus two (2) increments equal to 10% of his or her base pay.
7.5% of base pay shall be paid to an Emergency Dispatcher assigned as a Communications Training Officer (CTO).
5% of base pay shall be paid to any Emergency Dispatcher assigned as an Acting Shift Manager.
MINIMUM QUALIFICATIONS
Ability to:
Quickly and accurately follow written and oral instructions;
Learn rules and regulations quickly and to interpret them correctly;
Reason clearly, analyzing situations rapidly and accurately in order to quickly adopt an effective course of action;
Dispatch public safety equipment in a coordinated manner;
Speak clearly and concisely using proper English;
Hear and distinguish between several voices at the same time while acquiring the retaining information;
Spell correctly using proper English;
Function efficiently and calmly under pressure;
Type accurately at a minimum speed of 45 (net) words per minute;
Rapidly and accurately operate complex computerized equipment;
Read and understand maps;
Monitor two CRT screens simultaneously;
Properly use a headset;
Be independently mobile during limited staffing hours;
Pick up and carry manuals, directories, etc., weighing up to 12 pounds;
Sit continuously for long periods of time during a twelve hour shift;
Neck movement is required when performing job tasks (e.g. viewing keyboard, mouse, monitor screens, reading, research, page turning and handwriting).
Knowledge of:
The techniques, procedures and methods used in the operation of a public safety communications center;
The use and proper care of radio, telephone and other job-related equipment;
Federal Communications Commission rules and regulations pertinent to public safety operations;
The location of major streets, highways, rivers, public places and geographical landmarks within Stanislaus County; and,
The general functions of the Sheriff's Department, city police, fire departments and other public safety agencies.
Education:
Graduation from high school or possession of the high school level General Education Development (GED) Certificate.
Experience:
Any combination of training and experience, which would provide the required knowledge and abilities, provided above. An example is dispatching experience in a computer-aided public safety dispatch center.
Typing Certificate:
A valid 45-WPM (net corrected) typing certificate is required with application. (Internet typing certificates are not valid)
Driver's License:
Applicants should possess and maintain a valid California Driver's License and remain free from repeated preventable accidents.
Character:
All offers of employment will be contingent upon individuals passing an extensive background investigation required by the Department of Justice because of computer access to confidential criminal information.
DESIRABLE QUALIFICATIONS
Ability to:
Work in a confined area, sit or stand for long periods of time, maintain composure and work accurately under pressure in emergency situations.
Speak clearly, distinctly and concisely in a well-understood voice, using good diction in the English language.
Knowledge of:
Procedures, policies, and methods used in a public safety dispatch center; operation of computer operated dispatch system and emergency telephone answering telephones.
